IRELAND LEAGUE RULES/REGULATIONS - 2006
Field Duties
On the day of a game it is the Home Team's duty to prepare the field for play. This means the infield must be raked and the mound prepared also. If the grass needs to be cut in the infield the home team should make allowances to do this early in the morning.
The Home Team should also bring out benches for BOTH dug outs. All too often last year only one set of dugouts was brought out. Please be courteous and bring out both.
Where two games are on one day, the home team from game two should rake the field immediately on completion of game one.
So, an example of a game day would be as such.
11am Spartans v Hurricanes
2pm Twins v Blacksox
- At 9am the Spartans should cut the infield grass
At 10am they should prepare the field for play (infield/mound/benches)
At completion of game the Twins should immediately rake the field.
After the 2pm game the Twins should rake the field and put away all equipment.
If teams do NOT fulfill their simple duties they will be warned. I will be asking umpires to report negligent teams. After their first warning if teams again neglect their duties they will be docked one leage point, and thereafter for every offence.
I will be checking up on Field duties every week so please take this seriously.
League Tie Breakers:
1. Number of walkovers given (total)
2. Head to head result in second half
3. Head to head result in first half
4. Record against Top 4 teams in first half
5. Number of home runs hit in second half
6. Number of triples hit by team in second half
7. Final tie breaker - a coin flip
Player movement
1. Div 1 max roster size 18
2. Every player required to be on just one roster
3. 4 Players on each roster designated inter-divisional players
4. Players can be moved from Div 2 to Div 1 at any time so managers are
encouraged to leave some space on the div 1 roster.
5. Roster movement allowed without limit until div 1 team has played in 3
games.
6. No player who appears in a Div 1 game as pitcher or catcher and is named
inter-divisional can play in Div 2 at that same position. Note, catchers can
pitch and pitchers can catch.
7. At mid-season, the 4 named inter-divisional players can be changed and
players can be moved from Div 1 to Div 2 roster. (this came from your
proposal which we all agreed on)
8. No inter-divisional players from other division allowed in divisional
playoff games.
Final player addition deadline:
The addition of players to a teams roster, or the changing of players from Div 1 to Div 2 or reverse will be closed at a certain date, to be announced later.
Player/Umpire Interaction
For 2006, if there is a reported incident of verbal abuse of any member of an umpiring crew, the umpires have been instructed to report it to the League Co-ordinator. An investigation will then take place and a warning will be given to the team's captain. If the umpire's report a team a second time, the League Coordinator will request that the team captain appear in front of a three person disciplinary committee. The committee members will then decide on the disciplinary action to be taken against the club. Penalties may range from the docking of a league point to docking three league points and the forfeiture of a league game to an opposing team. If the team goes beyond those measures, the committee will meet with a view to more serious measures, which may include banning the team from league participation for a specified period of time.
Umpires are being asked to act as such:
*Permit game related queries from Captains only.
*Exercise patience with players who are just being competitive BUT please eject players who are consistently abusive.
*When instances of incessant verbal abuse occur report offending team to League Coordinator immediately. |
